After testing 2 PSUs, 3 GPUs, 3 Sets of ram and 2 motherboards I had come to the conclusion the only thing left was the CPU. AMD agreed. My 3700X shit the bed after a year. Received a replacement in a retail box and I'm back up and running.

What did you do to as a process of elimination? Did you go through AMD's warranty service after that? And how long did it take them to get you a replacement cpu?

I did the first thing any reasonable person would do and threw my video card in my wife's machine to make sure it was okay. Lol.

So let me start at the beginning. The machine started to not post if it were to be rebooted which happens twice. Last time it did this it posted after unplugging the head phones. Not the weirdest thing I've seen. I had a customer machine not post when her webcam was plugged in. My motherboard has no diagnostic lights.

But one day it just wouldn't boot. After testing the video card I should have started with the ram but I pulled my wife's PSU and after that I pulled the board so I could start bench testing. Tried every conceivable configuration with what I had. Switched out to a GPU that didn't need power, cleared CMOS, etc. Normally the assumption given what we have seen is the motherboard is dying. So I picked up a newer B550 board... That also didn't have diagnostic lights. Went through all of the same steps. At this point the only thing left is things I can't do. Try another CPU or put the CPU in a known working machine.

So I filed an AMD RMA request on the evening of June 4th which meant out of business hours. Monday June 7th I received a FedEx label. I'm a lazy fuck so I couldn't be bothered to get a box to put it in until June 15th. The 21st I received an email saying it had "passed" inspection which means no pins were damaged and the processor was ruled defective. They dont send a tracking number but I received the replacement CPU June 24th. So I'd say about 2 weeks discounting the day I filed and my lazyness.
