are driving tests required to get a license in Russia?

It's all bribes, mex. you need to bribe the examiners more than you pay for driving school. Also when you mess up just a little you need to bribe the policemen. It's all bribes.
 
Probably they are drunk or simply dont give a shit. I'm not sure if they have laws against drinking and driving. Maybe the punishment is not severe

The punishment is very severe but the policemen get paid $160 a month.

its not the law to fear... its your fellow people who will punish you
