Autobalancer question

Hi guys. Just wondering if the autobalancer is supposed to be killing people (including those who are driving/piloting vehicles) in order to switch them, as opposed to either switching people who are already dead, or waiting for a player to die before switching them.

I'm not sure if your autobalancers behave differently on different servers, but in the event that they do, this is happening on the All Maps server.
