Its so temporary it happens up to several times a day!
Server adjust slot count based on population to lure in unsuspecting prey looking for high population low slot servers. I dislike it but it does work.
Unless of course it broke or something's changed and I don't think the later is true.

No, the size increases in increments until up to 64.
