I understand that you do not want to piss off clan base but when you are trying to get a server going and all that are in there are vehicle whores and someone that wants to play cant get anywhere do to said armor and very few players in server to begin with doesn't make for a fun game. we need to set an amount of player that need to be in server before vehicles are unlocked to make it fair to the ones that play infantry. Or do they not even count?

there is no script that exists to forbid someone from entering a vehicle and there are no script to disallow vehicle unless its infantry only mode, and that requires a server restart each time you change the mode.

We can let them know we are trying to seed and wait until more people join before using them.
