Get 4 players, each with a different secret Final Stand Dogtag and also the Phantom Program dogtag equipped on the right side... If you all have this equipped you will be granted access to the Phantom Facility... But we haven't figured out the code yet to disable the force field 
Also, we had the Phantom camo and Phantom Weapon camo on too though I'm not sure if this makes a difference!
