How do you use custom dog tags?

Going to the soldiers's customize dog tags how do you enter into BF4 a custom dog tag?
Meaning one that is designed outside of the game.

They arnt dog tags they are the emblems you see on your guns and vehicles.

To make one you must have the shape unlocked or it wont show. Heres a guide how to import emblems. If you need help just hit me up on ts and Ill help ya.
