Major420-24-7 hides in the uncap near C on Pearl Market and mortars out. I have tried to reach him or his mortar both with a mortar and MAV however his is tucked too far back to reach and his mortar is tucked behind a wall therefore it cannot be hit with a mortar.
The following link has three clips. The first two are me on C rooftop shooting at Major's mortar which is located in uncap and he is actively shooting out of, therefore he is fair game as he is shooting out of uncap. The clip shows how his mortar cannot be hit and is unreachable since it is tucked behind a small wall/floor.

The third clip shows that his mortar is just outside of reach of my MAV as I hit the 10 second time limit. You will see that he is shooting my MAV with around 2-3 seconds left of uncap time however he does not shoot down the MAV. Instead the uncap timeout expires.
I understand that uncap play is considered fair however there is no way to reach the location that he is mortaring from. Is this allowed?
