Program to rename MP3 File?

What is a good program to mass rename my MP3 files? Things like Artist, Album, add the Album cover pic?

I am looking for one that works well whether it is free or cost a little.

Audacity is a great free program as well. Does the re tagging as well as great sound editing. Plus it's totally free!
