Rank command is gone.

To whom it may concern,
The rank command is gone which is half the reason I play on the TGB server in Insurgency. We need that back.
If you guys need a programmer to handle it I can take care of it.

@Matt(FAST) we disabled sourcemod to fix an issue with the server starting up. we'll work on it.

Insurgency saw a game update killing all plugins until sourcemod has new version up all plugins will be disabled until then. Hopefully shouldn't be that long
