can't join the server either way, if the server has naval strike in the rotation you need naval strike to play on it, because EA.

We don't have rules against sniping from the uncap/spawn. If he is shooting out of the uncap, you are welcome to shoot back. A review of his stats show that he plays sniper all the time and is very good at his headshots.

At least you're the first to say this, since badaaang usually warns people to leave uncap, usually AA players. I always assumed this applied to anything that sits in the spawn and can't be "chased back" by a vehicle.

If someone is sitting in the spawn using a vehicle or sniping out, they are fair game! What we hope to prevent with the uncap rule is spawn rape of the enemy team by the dominant team for no reason. But if they are just sitting back sniping then by all means kill them.
