Offense committed: He is clearly hacking.

Evidence can be anything from Circumstantial stuff like screenshots, links to stat pages etc. or hard evidence like Videos.
Evidence: All you had to do was spectate this guy and see he was hacking or modding something. He knew where players were before he would round a corner and never missed a shot. He did a 180 out of spawn and sure enough there was an enemy trying to kill him and he still won. He's been on this server before and has gotten away with it. The game isn't fun when you allow players like this on your server. Let alone you don't allow the entire server to kick him out.
Comments This situation has happened multiple times on this server. Me and my friend love to play on your server every time we start up TF2. You need to allow the players to vote kick people. You lose fan base, respect and players who are currently playing on YOUR SERVER when we can't kick some jerk who wants to ruin everyone else's good time.
