Don't see anything that stands out. For these kinds of things we do require some sort of proof. Stats, video etc.. As far as I remember he is a long time regular in our servers.

The high KDR is because he is in a vehicle as his stats show.

We felt he was shooting us around corners over hill etc. I was on one end of the map from him at one point and he blew my vehicle up with anti air. He might be that good but It didnt take much for him
