Sorry my friend but I'm fully aware of the rules. If you think someone is safe cause they can just sit back in spawn and fire out of it (MAA suprise suprise...) then you are wrong. If you want to sit back in spawn like a coward then I will find you and hunt you down whether it be land, sea, or air. Sit and fire from spawn then you are fair game.

they are, and KhEuZz is correct. If you engage from uncap, you are opening yourself up for players defending themselves/team.

if a TBG admin is explaining rules "IN-GAME", it behooves guests to listen, and not argue. Should you have issues, or disagreements, TBG forums (which you have thus utilized) is the place to talk about it.
