Offense committed Ping and movement abuse. Teleporting

Additional comments Player constantly abuses his ping, 196 average, to move like he is teleporting alongside the rail glitch as well as shooting through walls. I'm unable to record on my pc but members of the HIT clan on this server have recorded him doing this in first and third person. This is why I keep asking for ping limits. Super high ping only contributes more to the offenses.

Ping limiter is already in place. It's not a hard kicker when it reaches a certain point. It averages out your ping over a certain amount of time. And the limit changes based on time to accommodate those who are in other countries.
