This is report number 6 from you on clean players without a shred of proof. Take some video or something next time please.
 
Just because someone spends all their time in a vehicle and thus has a high score, it doesn't mean they are cheating, when you report you are required to submit PROOF, a high score isn't proof with lots of hours in vehicles
 
K/D ratio is not in itself a good tell for a potential cheater - we require either stats based evidence or better yet video based evidence. Video can be recorded in a number of different ways, Geforce Experience is one way, so is the Windows 10 gamebar. Once your video/clip is recorded you can upload it to your favorite free public video services like youtube and set it to unlisted and then link us the video.

I will say it again though, K/D is not in itself legitimate evidence of a hack.

All these below are good examples of gathering stats based evidence, I've used the player you reported and as you can see, he's clean.
