This doesn't really change anything from a practical standpoint, agencies already operate under hundreds of licenses within the US. Still, it will be interesting to hear how the Supreme Court rules on vertical privacy, but I don't expect they will undo this because it's a longstanding practice that hasn't led to any serious abuses that anyone seems to know of. Airspace has different rules than land and water.
