Why are there idle bots when the server is full?

I understand why you'd want to have idle bots (eg: TBGclan.com, 100percentgood, thistimenowsam) when the server is empty or doesn't have a lot of players, but why are these bots actively taking player slots when the server is completely full?

If the server is not full, the bots will show up to populate the server of getting players to join. When the server becomes full, the bots leave. It's just something to show of getting players to join the server.

Yeah, but I was trying to join earlier and there 64 players on and bot there like 8 bots there.

I understand where you come from cause I go through with it as well. I keep trying till I get in. The min I get in the game and players starting joining up, That's when the bots start to leave. Keep trying till you get in. you'll get in.
