A look at Combat Stats, and the math behind it, in the World of Warcraft
This is likely the question many of you will be asking yourselves when you first load up World of Warcraft and look at some of your equipment. I know I did. When you first explore your character sheet there is a lot of information there that is not really explained in other places. In addition many of the numbers have changed since the initial release, so the original manual is of little use.
The obvious changes from the original method are the old +X% to crit and +X% to hit are gone. Instead you will see cryptic looking numbers like +14 to critical strike and +22 to hit. There are even new ones like +20 to resilience. What is Resilience? Where did Weapon skill go? Don’t worry all will be explained.
What are the stats and what do they mean?
Lets start with a short explanation of what each of the major combat rating stats are and what they do.
Expertise - Expertise replaces the old weapon skill bonus. This stat lowers the percentage chance that your melee attacks will be dodged or parried.
To Hit - This raises your percentage chance to hit an opponent with your attack. To understand how much you need to raise it by you need to understand the miss calculation in game, which is:
Single Wield = 5% base miss + (Defence-Weapon Skill) * 10%
Dual Wield = 24% base miss + (Defence-Weapon Skill) * 10%
What this means in terms of the game at level 70 is that you have the following miss percentages and need the listed hit rating score to drive misses off the table.
NOTE: You are never likely to drive dual wield misses off the hit table due to the rating that you would require.

To Hit with Spells- This raises your percentage chance to hit an opponent with your spell attacks. To understand how much you need to raise it by you need to understand the spell miss values in game, which are entirely based on level difference, as shown below based on a level 70 character. Spell Hit rate is capped at 99%, no amount of +spell hit will get you to 100%.
NOTE: You are not likely to reach 99% hit rate with spells when attacking anything over 2 levels higher than yourself, your goal is to reach a decent hit rate to allow you to hit often enough to maintain damage levels.

Critical Strike - Ups your chance to get a critical strike with each attack.
Haste - Decreases your attack speed or casting speed by a percentage. With 10% haste a 2 second attack or cast would take 1.8182 seconds. Speeds are rounded to 4 decimal places. The calculation is:
Hastened Speed = Original Speed / [ 1 + (Haste Rating % / 100)]
Also different Haste effects stack (all haste ratings count as one effect), so a speed boost from berserk or any other effect provide a stacking boost, calculated by this equation:
Hastened Speed = Original Speed / {[ 1 + (Haste Rating % / 100)] x [ 1 + (Haste Rating % / 100)]}
Defense - Defense works to reduce the chance you are hurt in melee combat. It is a composite of many of the other defense skills, and works to reduce hits in the to hit calculation. For each point in defensive skill that you have you gain +0.04% chance to dodge, parry, block, be critically hit, and to be missed in combat by physical attacks. To be immune to critical hits by raid bosses Paladin and Warrior Tanks require 490 Defense.
Dodge - This is a percentage chance to completely avoid the incoming attack.
Parry - Parry is the ability to stop an incoming attack and counter with your own. In game this counter attack is represented by a reduction of between 20 and 50% to the attack speed of your next attack. This is a learned skill for most melee classes. Warriors learn this ability at level 6, Paladins and Hunters at level 8, Rogues at level 12 and Shaman can learn it through a 20 point enhancement talent.
Block - Block rating increases the chance you will block an incoming melee attack with your shield. Block Rating is also accompanied very often by a rating called block value. While block rating provides the % chance to block an attack, block value is the bonus to the physical damage that your block will stop.
Resilience - This stat was introduces as a new rating in the Burning Crusade. It effects your chance to be critically hit and the damage that you take when you are critically hit. This is mainly a PvP stat. It reduces your chance to be critically hit, the damage you take when critically hit, and the damage you take for damage over time effects.
What are all these numbers?
These numbers are what is being called the new Combat Rating System by Blizzard. Under the old system almost everything had a set % increase, this lead to problems as you increased in level. It also made scaling gear very difficult as what was better, a level 50 item with +2% to crit or a level 60 item with +2% to crit. Neither, they were the same. Also there was no place to go but make the numbers even higher.
To resolve this, the percentage was changed to a number value, and the number value correlates to a calculation to figure out the amount it will increase your stat. By using this method an item can be given a value which is appropriate to the level, however it will scale down as you level. This means that with a +14 to critical strike chance at level 60 gives you a 1% increase it takes +22 at level 70 to get the same 1% increase.
This allows better items at any level in the game to be added or balanced without creating situations that would grant players obscene +x% bonuses at high levels with low level gear. It also allows the creation of really good low level gear, that will be great at level but scale down in effectiveness forcing its replacement.

I want more detail! What do I need at every level?
Because the rating that you require changes based on level, it becomes important to know what you need at any given point to truly understand what the benefit of any given piece of gear will give you. This chart gives you that based on numbers and equations currently in the beta. I have skipped the first several levels as there is no real gear yet that offers any of these bonuses before level 20 anyway, and almost every single state would be at or just above 1 point per 1 % gain, making the chart almost useless at those levels.
