He doesn't have a battery shoved up his arse to ping GPS satellites now does he? The chip is only good when your about 6 inches away from the dog. Silly people, we aren't batteries yet!

When a vet scans the dog he can find out it is stolen or lost. When animal control picks it up they can also find out who owns it.

Same thing is used in horses to verify identity in races, breeding, etc. I imagine its pretty common practice in livestock in regards to loss and theft.
