It seems pretty cut and dry to me, pal... Do Not Attack ????? or it's your ass!

No it says Rule 3: D ont Attack
Then goes to Rule 4: UNCAPS
Why not just say Do Not Attack UNCAPS unless all flags are captured.

Also does the no fighting commander rule apply to this server??
