I am looking to build a new pc from scratch. I want the best of the best. The price does not matter however i do not want to pay more for something if i can get the same cheaper. Thanks in advance.
 
Go to Amazon or NewEgg. We have plenty of tech experts here that can help you out. Also, go to high-end PC component lists from various websites; anandtech, tomshardware, etc for recommendations.

Personally, I go with Samsung SSD/Monitor, Asus Motherboard, Corsair/G.Skill RAM, and NVIDIA/EVGA graphics card.
 
Price always matters but since you asked here you go.

Cpu obviously you'll want Intel i7 6700k,
Mb would be asus Maximus viii because asus is best, ram you'll need ddr4 so corsair speed up to you, gpu evga 980 ti if you are green or asus fury x if red, psu depends what gpu and how many so 850w to 1200w corsair obviously, case depends on your likings but I like fractal design or corsair brand, monitor if money is flying out of your ass go with asus rog 144hz, mouse n keyboard up to you but again corsair, hdd is up to you

"Money is not an option", Is not an option. Give us a number range. Are you wanting a Silent PC? Best performance regardless of noise? LEDs? Certain color scheme? Do you record a lot of videos?
 
$500 to $5000. I dont mind the color scheme. Would like to stick with blue/black/red any of those mixed or matched doesnt matter to me. I am looking for best performance and idealy somewhat silent. I dont want it sounding like a jet lol. I do not reccord a lot of videos however i do, do a lot of picture editing and computer developing with VS2015 and Blend. I know there are a lot of good products that i good just put together to make a great computer however i know that their are a lot of choices and i just cannot decide what to go with. I want a cooling system for sure . I plan on running 3 27"" monitors.

roughly $3,000, So you have room for your Keyboard/mouse/monitors etc. Obviously this is MY suggestion and you can change shit around to save money, but if you're building a system of this level, CHEAP is not a word that you use or consider. You can however drop to one of the less expensive 6 core CPUs. For the silent side, just fill your case with some Noctua fans and/or consider one of those silent cases.

I would go with an i7-6700k and Asus Maximus m/b. The rest you can fill out based on color scheme and specific needs, but 32gb of ddr4 3000 and a modular gold PSU with a 980ti with a quality closed loop cooler and a kick ass SSD (evo 850 would work) would be my suggestion. While the 5960x is faster, it is also a retiring platform and you'll never see the performance difference in gaming and, if you are going for a build like this, why not have a little flexibility for future releases.

I disagree with jumping to Skylake right now. I'm not sure when you're looking to do the build, but the $100 mark up on the CPU isn't worth it imo. If it's something you're going to do in the next couple of months, then go for it if you can pick it up for the MSRP.

For some extra dollars, get a x99 based system for yourself.

Also, the Samsung 850 is as average as its gets. If the lad want top performance get the Samsung 950 or intel 750.
I would go with the Intel in this case. Samsung has a reputation of shitty pre release testing.

If HDD space filled with precious memories, like in my case, ignore the large capacity drives, get few pairs of 1 or 2 TB drives, and RAID them.

On a cooling, most ppl are closed loop advocates, especially Corsair, around here, but Corsair does not makes liquid cooling, neither PSUs, its only rebranded products.
My PSU is Seasonic ( one of the OEM, thats makes Corsair PSUs ) and my cpu cooler is a Be Quiet Dark Rock Pro 3.
Superflower, Seasonic, FPS also fully recommended PSUs, just get their high end range.

On the RAM side, if you can afford Corsair Dominators, get them, if not, Then Kingston HyperX Fury series RAMs will do just good.

So, thats my recommendation. Best of luck with the build.

Mostly Chocolates Build but i had a chat with him about it and i believe this is the best route to go for sustainability and overall return on investment in regards to length of time using equipement before having to upgrade a lot.

60Hz monitor for that rig ? If you are not buying it for gaming, thats ok. If yes, look at my monitor

I was looking at those. I'm still torn on monitor choice really. those will be that last thing j get though as I have 1080p now which is alright.
