Okay. I got stupid and i wish to acquire a PSU and use it entirely for building a laptop cooling station.

Does anyone have tips for this? How can I use the maximum amount of cables possible from the PSU for cooling systems?

EDIT 1:
Obviously a DC power supply would help otherwise i'd need to build it inside a case with a motherboard.

EDIT 2:
Desk fan in a metal case with holes ontop.

Are you going with such power that you can't run off usb power? USB can push a GPU cooler as it is. A common cheap source of power supplies would probably be LCD monitor PSU's.

I have a 12 volt 4 amp LCD PSU that actually powers this router:

Not sure what you have in mind but this is what I used when I was gaming on a laptop was good for a 5C drop:

Aluminum though not plastic.

I have a base fan like that, but i need much greater fan speeds, something like kris's "oh shit button"

Probably be fine. Your going to be cutting the connector unless you plan on adding a port to your project. Personally I would rig a modular connector with a wire coming out of the project connector on end. With that one you can always cut the spider plug and use it as the connector instead since that means you already have 2 working ends.

I've honestly set my laptop on top of some big ass gel freezer packs that my girlfriend has for her back. They are like 12" x 18". I haven't gamed with it but the shit just gets hot on my lap. They freeze that fucker.

Maybe you can get your medical insurance to pay for your laptop cooling then...haha.

I have the gel freezers but I'd need to replace them like every half an hour
