Evidence: Multiple VAC bans, general trollish behavior, spectated him for a long time and he was obviously using ESP

As far as I know we don't use Vote Kick/ Banning because we Admin or Servers and this would give the Players a tool that would be misused. If you Report we take care of it, when the evidence is strong enough. But @Soulzz can properly say more to this.
