Looks to be a damage mod. It only takes him 1 hit to kill a player.

I checked on Fair Play and BF4 stats but can't seem to find him.

Last o was a zero, took some digging on the game.me page to find him. At first look there's really nothing that stands out. The reds and yellows in headhsot distance and killstreak are somewhat normal. Granted, the video was pretty blatent he had some sort of damage mod.
