No action can be taken without both: a) A player name and b) Video Evidence of the infraction.
While I appreciate you pointing out that we can in fact 'look at the chat logs' for that loose time frame of 10pm, we still would not have any video evidence of the infraction - thus rendering a complete waste of time for all involved.
In fact, I'll put this right up there with someone in chat accusing another player of hacking, then you coming here to say go check the chat logs to verify the other person accused another player of hacking - utterly pointless, and a waste of everyone's time.
If you see something, record it and then report it - all accusations without proof are simply put, just accusations.
