What the hell is going on inside the Legg Mason building?

Was driving through the inner harbor at about 2 in the morning and strobe lights were going off on every floor of the Legg Mason building.

Fire alarms? I mean as cool as it would be to do this on purpose the lights and the pattern seemed a bit sporadic. No fire department on site and the closest one (which I drive by) didn't seem to be on call.

Sorry about the quality. In a hurry I recorded it sideways and it was in 720P instead of 1080. I zoom cropped it so its about halfway to full frame while being half the resolution it ought to be.

looks like a fire alarm system. just because it goes off doesnt always mean the fire department responds. they might have had a malfunction.

God I remember those air riad sirens when I was in germany. They would do monthly tests and some times it would randomly go off.
