It's the base game, not the planetary landings add-on that goes into beta next week. Still, there's a hell of a lot to do. If you're waiting for Star Citizen to get off the ground, Elite is the perfect way to fill the hole.

FYI once you guy, go to your account and link to steam. Then generate a steam key. I'd rather do that than use the client

It's the same client either way (Steam just launches the ED launcher) but linking to Steam gets you the overlay, Steam stats and so on.
