Did you remember to do a restart between changes? Otherwise this policy really should have no effect on your speed. Volatility just means a crappy connection.

So far it either it works or it doesn't. I mean simply reducing the bandwidth that Windows uses for updates shouldn't reduce your speed. Then there's something wrong with your connection. Update drivers for your router(s) or there's something hogging bandwidth you don't know. I remember a tip long ago to turn off automatic updates when you are playing a game online to help reduce your ping but turn it back on when you are done playing.

I pay for a 10Mb/1Mb connection. what im actually getting is a 17Mb/400Kb connection. i dont really care about upload much so i havent complained about it.
